I'm for 'undemocratic decision based on my dictatorial whims' , mainly because I've walked in your shoes. :p Being democratic has a cost of taking time close two-three weeks to decide on the simplest matters . :)

1. 5th and 6th spots give qualification for Olympics , so I suggest to count only games that lead to those spots.
