For the European competitions there must be a ranking system.
There for i give my ideal ranking system.
It is similar to the ranking system that CEV is using
The ranking for every country will calculate:
All the points which the teams from this country collect divided with the total of teams that participate + 1.
For example this year 8 teams participate from Greece to Europe. So TOTAL of points / 9
Now about the points. There will be a bonus according to the place of the teams in all competitions
For Euroleague: For ULEB Cup: For Euro Cup For Challenge Cup
5 points (17-24) 2 points (17-24) 1 point (17-32) 0,5 point (17-32)
10 points (9-16) 4 points (9-16) 2 points(9-16) 1 point (9-16)
15 points (5-8) 6 points (5-8) 3 points(5-8) 1,5 point (5-8)
20 points (3-4) 8 points (3-4) 4 points (3-4) 2 points (3-4)
25 points (2) 10 points(2) 5 points (2) 2,5 points (2)
30 points (1) 12 points (1) 6 points (1) 3 points (1)

Also the ranking system will give points according to the wins that teams have.
For Euroleague every win will give 1 point. We will not calculate the game for the 3rd place and the third game in the playoffs
For ULEB Cup every win will give 1 point (2nd phase-final). For the first round every win will give 0,5 point. The draw will give 0,5 point.
For Euro Cup the win for the first round give 0,25 point, for the 2nd round 0,5 point for the quarter finals 0,75 point and for the semi-finals and the final 1 point. Also there will not calculate the win for the third place and the third game for quarter finals.
For Challenge cup we calculate the wins anly at quarter finals and next.
For quarter finals 0,25 point for semi finals 0,5 point and for the finals 0,75 point. Also the draw will give the half of points.
The maximum of point that a team will get is in Euroleague 30+24=54, ULEB Cup 12+12=24, Euro Cup 6+8=14, Challenge Cup 3+3=6
The total country ranking is the sum of the 3 last years.
PC I propose the system that the sum of the teams' points divide with the number of the teams +1, in order to avoid examples like Slovenia which have only 1 team and this in Euroleague for the past 2 years to have a huge ranking that the country does not deserve.
For Slovenia for the seasons 2006 Olympija Ljubljana gets 5+5 points and 2007 5+5 points. So Slovenia will get 10/2 and 10/2 so 10.000 points for the 2 past seasons.

Yes it's like volleyball system. It's an idea for an european ranking system. FIBA and ULEB must think and make a ranking system in order to play at european competitions teams from the best countries. It is not good to play in Europe to play only 3 teams from Lithuania and on the other side 5 teams from Ukraine.
now about the european competitions.
Euroleague must have 32 teams
Uleb cup 36 teams
Euro cup 64 teams
TOTAL 132 teams

EUROLEAGUE
28 teams play without qualifications to Euroleague
4 teams from the 1st country
3 teams from the 2nd and 3rd country
2 teams from the 4th-8th country
1 team from 9th-16th country
12 teams play qualifications for 4 spots to Euroleague
1 team from 2nd-6th country
1 team from 9th and 10th country
1 team from 17th-21th country

ULEB CUP
8 teams from Euroleague qualifications
3 teams from 1st country
2 teams from 2nd and 3rd country
1 team from 4th-16th country
1 team from 22th-29th country

EURO CUP
1 team from 1st-3rd country
2 teams from 4th-27th country
1 team from 28th-40th country

The problem here is, that if you don't play in Euroleague, you can't collect points, so, it's almost imposible to qualify to upper level.
