Possible NCAA rule change to help foreign players?

The NCAA is looking at loosening their eligibility rules for players that have played on pro teams (without being pros themselves). This would mainly affect players from outside the US:

NCAA teams have already a lot of foreign players as it is! But it's good for the rest of the world then, let's take advantage of it
