    Any news on CESAFI imports or lack thereof? lower-tiered colleges in the NCR like Arellano, EAC have now black imports and 1 or 2 fil-foreigners to shore up their line-ups. I don;t think having imports is bad, on the contrary, it makes our players improve their game with the challenge of these superior talent.

    CEBU, Philippines - The University of the Visayas (UV) Green Lancers and the Southwestern University (SWU) Cobras, both armed with a formidable lineup that are superior in heft and height, are without question the teams to beat, but their rival coaches were unanimous in vowing to give them one big fight when the Cebu Schools Athletic Foundation, Inc. (CESAFI) Season 12 comes off the wraps this Sunday at the Cebu Coliseum.

    “We consider UV and SWU as the most difficult teams to beat,” said University of San Jose-Recoletos (USJ-R) athletic moderator Dioscoro Himotas in a press conference yesterday at the Linea Restobar in Cebu IT Park.

    Cebuano basketball legend Julian Macoy, who will be debuting as chief bench tactician of the University of San Carlos (USC) Warriors, echoed the same sentiment, saying that “they (UV and SWU) are above among us.” “Maybe an upset is coming but we don't know what may come,” said Macoy.

    However, Himotas, Macoy and the rest of the coaches are one in declaring that they are hell-bent on giving the powerhouse squads a run for their money.

    In the same breath, they expressed their readiness to unleash various weapons with hopes of containing UV and SWU's powerful arsenal beefed up by foreign cagers.

    “Our main goal really is to give them a good fight so that the public will be entertained. That is something that we want,” said Himotas.

    For USJ-R coach Edito Salacut, anything can happen more so thay they will give their best shot in every challenge they are faced with.

    “The chance to make it to the top four is always there. If we're lucky enough to make it to the championship, then good for us,” said Salacut. “But we're ready. We have a secret on our defense how to contain their big them.

    Cebu Institute of Technology-University (CIT-U) Wildcats consultant Alecks de la Torre said their running game is the strength of their team.

    “The only thing we can promise is to give everybody a good fight. The only weapon that would be available for us is our running game. We will fight them toe-to-toe, shot-to-shot,” assured De la Torre.

    For Macoy, he is counting on the big fighting heart of his wards.

    “I inherited a smaller team, but I like their heart. If they play hard, I don't know what the outcome is but I'm sure their will give their best,” said Macoy, who made history in the local hoopdom for scoring 126 points in a game against the Cebu School of Arts and Trades (now Cebu Technological University) during his heydays with the USC in 1958.

    Meanwhile, CESAFI commissioner Felix “Boy” O. Tiukinhoy, Jr. is a bit disappointed by the absence of coaches Felix Belano, Jr. of UV and Raul “Yayoy” D. Alcoseba of SWU during yesterday's formal launching of the 12th CESAFI season.

    “Well we have sent them invitation but to be honest, it's very hard to invite professional coaches. They think that they're higher than the CESAFI already.,” said Tiukinhoy.

    Nevertheless, Tiukinhoy looks forward to a swashbuckling Season 12 of the premiere school-based athletic league in the Queen City of the South.

    “With the presence of these foreign players (two from SWU and one each from UV and USC), I believe that more fans are coming to the Coliseum for the games,” said Tiukinhoy. “This is going to be a very exciting season for the CESAFI.” - THE FREEMAN

    AVE FOR A FEW disqualifications due to academic issues, it’s all systems go for the 12th season of the Cebu Schools Athletic Foundation Inc. basketball tournament as the final lineups in the seniors and juniors divisions were revealed to the press yesterday by league commissioner Felix Tiukinhoy.

    The teams that suffered minor setbacks were the two-time reigning champions University of Cebu, the University of San Carlos and the University of Southern Philippines-Foundation.

    UC guard Edelito Cabahug, USC power forward Garrick Ayala and USPF guard, Junrey Nudalo, will not be seeing action this season because of academic deficiencies.

    However, the rest of the teams are primed for battle once the league draws its curtains on July 29.

    WITH THE 12TH SEASON of the Cebu Schools Athletic Foundation Inc. (Cesafi) looming on the horizon, commissioner Felix Tiukinhoy believes that the entry of the African imports will be good for the competition and the league as well.

    Nearly all the teams in the UAAP and the NCAA are armed with African imports as they try to follow the blueprint that was followed by the San Beda Red Lions in 2006 when they took in center Sam Ekwe to man the middle. That partnership produced three titles for the Red Lions and kickstarted a dominant run by San Beda.

    The Cesafi may have been behind with regards to this practice but they are steadily following suit with last year’s losing finalists Southwestern University adding one more Cameroonian to their fold in Ben Mbala. The Cobras already have Justin Aboude, the 6-foot-7 center who helped get the Cobras into the finals last year.

    Not to be outdone, the nine-time champions University of the Visayas Green Lancers picked up a Cameroonian of their own in Steve Akobo, a 6-foot-8 project in the making.

    “This is good for the Cesafi. This will really create interest sa fans,” said Tiukinhoy. “These are not just tall players but also skilled players. They will also help raise up the level of play not just in the league but in the players as well.”

    Tiukinhoy also said he is not worried about the competitive balance of the league.

    With the University of the Visayas Green Lancers fighting fire with fire after getting their own African import to bolster their championship campaign in the upcoming 12th season of the Cebu Schools Athletic Foundation Inc. (CESAFI) basketball tournament, league commissioner Felix Tiukinhoy slowed things down as he awaits advice from the Commission on Higher Education (CHED) regarding some immigration issues.

    This was the standing point in what was largely, an uneventful day during the screening of the basketball athletes that are set to participate in the tournament, yesterday at the University of San Jose-Recoletos. The Cesafi will open on July 29 at the Cebu Coliseum.

    UV recently recruited 6-foot-8 center, Steve Cedric Akomo, to help them in their bid to reclaim the title after ruling the league in its first nine years. Southwestern University, UV’s bitter rival for many years, already has in their fold, Ben Mbala, a former MVP of the Basketball Without Borders Africa.

    Both UV and SWU submitted their respective players’ credentials yesterday but Tiukinhoy is keeping their eligibility on hold until such time that the CHED regional director, Dr. Amelia Biglete, whom the latter sent a letter to, will advise him if the two foreigners are allowed to enroll without student visas. It has been learned recently that the two only have tourist visas.

    “We are hopeful to hear from the CHED this week so that we can proceed and make a ruling,” said Tiukinhoy yesterday.

    However, SWU athletic director, Ryan Aznar, was not worried about the development regarding his player as he said that Mbala, who is just 17, is not eligible for a student visa as he is still under the legal age for one.

    “Dili pa lang jud na siya matagaan ug student visa since minor pa man siya. We do renew his tourist visa every three weeks and we have the necessary documents to back that up,” said Aznar.

    Another player whose eligibility is being put on hold for the same reasons as Akomo and Mbala is the University of San Carlos’ Chinese import, Stephen Que.

    Cesafi waits for Ched’s nod on foreign students

    THE recruitment phase is over and the ball is now in the hands of the commissioner and the screening committee.

    Last Wednesday, the Cebu Schools Athletic Foundation Inc. (Cesafi) basketball screening committee put on hold the participation of University of the Visayas Green Lancers Cameroonian recruit Steve Cedric Akomo, Southwestern University Cobras’ Benoit Mbala and University of San Carlos Warriors’ Chinese student Stephen Que.

    Cesafi is waiting for the comment of the Commission on Higher Education (Ched) regarding the status of the three foreign students, who only have tourist visas and not student visas.

    “Hopefully, within the week we can hear from Ched regarding this matter. I wrote them yesterday (Wednesday) if they have a ruling regarding these foreign students to enroll without a student visa. The Bureau of Immigration, however, assured us that they could give them temporary student visas. I just want to clear these things before we give them the approval,” Tiukinhoy told Sun.Star Cebu yesterday.

    Aside from this, Tiukinhoy said the screening process went smoothly.

    “Aside from the three foreign students, we found no big issues. Although some players encountered the usual problems – lack of passed units or they failed to comply the 60 percent passing marks,” Tiukinhoy said.

    Cesafi cannot yet divulge the names of players who got disqualified because of grades issues, since the concerned schools are still sorting out the problems.

    Tiukinhoy however assured that all things will be finalized on or before the submission of the final line-up on July 16.

    The Cesafi 2012 Season will open on July 29 at the Cebu Coliseum with High school and collegiate teams of the University of San Carlos and University of San Jose-Recoletos will test their skills on the opening day.

    The other sports tournaments will start on Aug. 18.

    The basketball tournament format will follow a single round robin elimination round where the top team will automatically move to the semifinal round. The second to the fourth-ranked teams will play the Nos. 5, 6, and 7 in the quarterfinals.

    UNANIMOUS DECISION
    Cesafi Board of Trustees votes against appeal of Southwestern University

    After months of going back and forth with regards to the amended rule that prohibits players from the PBA D-League from participating in the Cebu Schools Athletic Foundation Inc. (Cesafi), the issue was finally put to rest during the league’s Board of Trustees meeting late Tuesday night at the Tin Gow Restaurant at the Waterfront Hotel and Casino in Lahug.

    And the verdict was this: Southwestern University (SWU) will have to play in the upcoming seniors basketball tournament without prized find power foward Chris Dumapig.

    According to a source who was at the meeting but refused to named, the Board unanimously voted against the appeal of SWU and its chairperson Maris Johanna Holopainen to have the D-League taken off the list of prohibited leagues, a list that includes the PBA, the PBL and the Liga Pilipinas.

    Dumapig, a Dipolog-native who formerly played for Centro Escolar University and the Cafe France Bakers in the D-League last year, was recruited by the Cobras in their efforts to not just capture the Cesafi crown but also the PCCL national championship.

    However, a huge monkey wrench was put to those plans by the league’s decision to uphold the amended ruling, which took effect in the summer.

    According to long-time Cesafi commissioner Felix Tiukinhoy, SWU merely asked for a “reconsideration” but was rebuffed as he said that the D-League is an offshoot of the PBL and the Liga Pilipinas, two leagues that are also on the list of banned tournaments.

    “We want to be able to compete with the UAAP and the NCAA but we have to do it the right way. It all boils down to money and the NCAA and the UAAP allow their players to play in the D-League for fear that if they prohibit them, they will transfer to different leagues,” said Tiukinhoy.

    “It’s just very sad. I knew from the beginning nga dili mu-prosper among appeal but we tried hoping that it would make sense,” said SWU athletic director Ryan Aznar.

    Another ruling that got closure was the residency rule of transferees from one Cesafi member school to another.

    Previously, it was just a year but was suddenly bumped to two years, effective immediately.

    However, Tiukinhoy had a change of heart and admitted to the Board himself that the rule need not be “retroactive,” which means that the ruling will take effect next year.

    Cesafi Board of Trustees to decide on league’s amended rules and regulations today

    The verdict as to how the new amended rules and regulations will take effect will be known today when the Board of Trustees of the Cebu Schools Athletic Foundation Inc. (Cesafi) convenes at the Tin Gow Restaurant at the Waterfront Hotel and Casino in barangay Lahug.

    For several months, a dark cloud has hovered over the league in light of the rules and regulations that were implemented for the upcoming Cesafi season.

    One such rule that the Southwestern Univeristy (SWU) will be pursuing to change will be the one that prohibits players from the PBA D-League to compete in the Cesafi basketball tournament.

    The Cobras have one in their fold in the face of power forward Chris Dumapig. According to the rules that were amended this summer, players from the PBA, PBL, Liga Pilipinas and the D-League are not eligible to play in the Cesafi.

    However, SWU has an official letter from the D-League and PBA commissioner Chito Salud that states that the league is purely an amateur one with players not receiving salaries but just allowances.

    According to SWU athletic director Ryan Aznar, he will be attending the meeting along with a lawyer and SWU chairperson Maris Johanna Holopainen.

    “She’s got a copy of the amended rules, the letter of appeal and the letter from Chito Salud. She’s very aware of the situation,” said Aznar.

    SAME CONCEPT

    Aznar, a stringent critic of Cesafi commissioner Felix Tiukinhoy, added that the Cesafi Partner’s Cup and the D-League are born out of the same concept.

    “If he’s talking about the money that is being given to the players, pareha ra ang storya sa D-League and the Partner’s Cup. You’re giving money to the players. The D-League is just giving allowances,” said Aznar.

    “If he is doing his work as commissioner, he should have included the D-League in the amended rules the moment that league was formed. Ngano gihulat pa niya nga maabot ani na sitwasyon?”

    Another rule that looks to be scrutinized is the residency rule for transferees from one school to another. Another rule change that is looked upon to be utilized immediately is the residency rule that has been bumped from one year to two years, in effect, jeopardizing the stint of juniors division guard Rendell Senining of the Sacred Heart School-Ateneo de Cebu Magis Eagles.

    “It’s more of inquiry and clarificaton into the implementation of the rules. There are conflicting signals being sent. Walay grace period man gud between the amendment and the implementation,” said SHS-AdC athletic director Rico Navarro.

    Cesafi amendments ruffle feathers

    It appears that the new amendments to the rules and regulations of the Cebu Schools Athletic Foundation Inc. (CESAFI) are causing more trouble and confusion.

    This, after the Sacred Heart School-Ateneo de Cebu Magis Eagles found out that their incoming star guard, Rendell Senining, might not be able to suit up for the blue and white in the juniors division basketball tournament as the residency rule for transferees from Cesafi member schools was bumped up from one to two years.

    The new amended rule states “any player of a CESAFI member school who transfers to another member school, is required a minimum residency of four semesters or equivalent to two years before he is allowed to play.” Before, the residency period of a transferee from one member school to another was just one year. According to Cesafi commissioner Felix Tiukinhoy, the new amended rules are effective immediately.

    The immediate imposition of the rule leaves several players stranded, the most high-profile of which is Senining, a standout guard who donned the country’s colors for the Jr. NBA national team. He was also a key component for the Magis Eagles in their national title wins in the Milo BEST nationals and the NBTC National High School Championships.

    Senining last suited up for the University of San Jose-Recoletos Baby Jaguars in 2010 before transferring to SHS-AdC. He served his residency last year and was expected to be the lead guard for the Magis Eagles in the upcoming Cesafi season.

    SHS-AdC athletic director Rico Navarro took the new rules’ immediate imposition to task as it is common practice for amendments to have a certain grace period before they take effect.

    “It is common industry practice that when new rules or revisions are introduced to a league’s ground rules, a grace period is imposed to give all teams a chance to adjust to the revisions and so that no team is unceremoniously penalized for doing something that was considered legit before,” said Navarro.

    “While there are no questions that revisions are welcome, it must also be done with prudence and away from penalizing acts in retroactive manner,” added Navarro.

    “My proposal is that when the new rules are implemented, this should apply if the players involved or are affected commit the act this school year (2012-2013) and beyond. “
