After Linsanity, this year the SBL is starting to allow 2 "ethnic Chinese" imports, meaning of Chinese descent, per team. (While not clearly stated, such a player probably must have been born/grown up outside of Greater China.) So I don't know if your friend qualifies.

The Taiwan Mobile team signed one such player, a Canadian named Carlos Andrade
